Updated
TP-Link calls TR-069 “CWMP”. ISP models usually include it; retail firmware for some models does not.

Steps
-
1
Sign in to the router at its gateway address (often 192.168.0.1 or tplinkwifi.net).
-
2
Go to Advanced, then System Tools, then CWMP Settings. If there is no such page, this firmware has no TR-069 client.
-
3
Turn CWMP on, and enable Inform.
-
4
Set the ACS URL to https://acs.freeacs.net/ (or http://acs.freeacs.net/ for older firmware).
-
5
Set the ACS Username and ACS Password to the values on your FreeACS dashboard.
-
6
Save, then check Devices in FreeACS.
If it does not appear
- Leave the Connection Request username and password empty or as they are: FreeACS sets them.
